It is in the countryside and does not meet the requirements of SS6.

It would appear from the concept document that all the houses cannot be delivered within the period of the Local Plan.

It is doubtful whether these houses are needed to meet the housing requirements of the Local Plan.

It would mean the loss of over 750 acres of valuable farmland.

Huge loss of biodiversity and wildlife.

It would remove access to the countryside from the South of Basingstoke.

It would produce 16,000 extra car journeys per day going through Brighton Hill, Hatch Warren, Cliddesden, along B3046 down through the Candovers & Dummer to M3 J7, along A339 through Herriard, Upton Grey to North Warnborough to M3 J5 and all the surrounding villages.

It covers areas of ancient woodland.

There are ancient burial sites on the land.

It is adjacent to the Conservation Area of Cliddesden and numerous listed buildings.

It covers areas of Ground Water Protection Zones.

It would increase the surface water flooding problems in Cliddesden, Winslade and along the A339.

The Basingstoke and Deane Council communication regarding this latest consultation document.
In 2019 the council agreed to launch an update to the current adopted Local Plan, reflecting new legal requirements to review Local Plans every five years.
The council is now consulting on issues and options for the updated Local Plan. This is the first stage in the process and is non-statutory. The primary purpose of the consultation is to identify the key planning issues facing the borough over the next Local Plan period (to at least 2038) and consider suitable options to address them. The consultation provides all stakeholders with the opportunity to influence the plan at an early stage.
In addition to the main Issues and Options Consultation Document, a number of other documents have also been published for comment including a Sustainability Appraisal Scoping Report, Site Assessment Methodology, Promoted Sites Document and a Settlement Study (Part 1). Key service and infrastructure providers will also be receiving a questionnaire to gauge views on future service provision in the borough to support the Local Plan Update.
The consultation will run from Monday 28 September 2020 until Monday 9 November 2020. Representations should arrive no later than 4pm on 9 November 2020. All representations received will be made available to view publicly.
